Universities
Study options
StudyInfo contains all the information about the study programs leading to a degree in Finland. The service can be used to apply for admission online.
Finnish higher education institutions are offering study options to support students whose studies in Ukrainian universities have been interrupted. Links to the web pages, where information on these support measures is provided, are published here.
They also have a list of courses from Finnish universities available to Ukrainians. You can choose the course you are interested in and write directly to the university to get free admission.
By the way, many universities have student housing, which can be found by searching for "university or city name" + "opiskelijan asunnot".
There are no tuition fees for doctoral / Ph.D. studies nor for bachelor's and master's degree studies that are taught in Finnish or Swedish.
Non-EU/EEA citizens are required to pay tuition fees (9,000-15,000 EUR) for an English language bachelor’s or master’s degree program. Exceptions are:
- have a permanent residence permit card in Finland, type P permit
- have a continuous residence permit card in Finland, type A permit, based on other grounds than studying
- have an EU residence permit for third-country citizens with a long-term residence permit card in Finland (type P-EU permit)
- have an EU family member's residence card in Finland
- have an EU blue card in Finland
Bachelor’s programs
The application period for study programs offered in English is in January. Thus, the next application period starts in January 2023, and studies begin in August 2023. For more information, visit the official educational website StudyInfo.
Master’s programs
To be eligible to apply for a master’s degree program in a university, you must have completed a bachelor’s degree from a university or a university of applied sciences (UAS).
The application process is also held in January. So the next application period starts in January 2023.
Special offers for Ukrainians
Grants can be awarded to Ukrainian citizens in Finland or Finnish researchers for inviting Ukrainian citizens to carry out research work in Finland. The tax-free grants can be used for travel costs and costs for living up to 2040 € per month. The applications should include:
- A research plan.
- A schedule.
- The researcher’s CV.
- A budget.
- Consent from the host institution in Finland.

Non-degree studies at Finnish Universities
Many Finnish universities offer free non-degree studies to Ukrainians who arrived to Finland and whose studies at a Ukrainian university were suspended due to the war.
The main goal is to allow students to take relevant courses so that they do not stop their studies. Non-degree studies can last no more than two years or 120 ECTS. Students should contact their home university to see if those studies can be considered part of their degree.
Again, non-degree studies do not provide an opportunity to obtain a degree, but the completion rights can be granted to individual courses or study modules. These courses can be accepted by your home university or later by a European university if you enroll in a bachelor's or master's degree.

Studying at the Open Universities
An Open University has courses available to anyone, even those not studying at the University. They are usually paid, but many Finnish Universities now offer them for free for Ukrainian citizens.
In Finland it is possible to get into University via studying through the Open University. It’s called “Avoimen väylä”, when you can apply to the University as a degree student if you have completed some part (usually 60 credit points) of the studies at an Open University.

Schools
The Ministry of Education and Culture has published basic information on early childhood education and care and school education in Ukrainian. Actors working in integration services also help and advise immigrants.
Ukrainian online school Jamm provides access to the JAMM 24 platform for students in 5-11 grades. Students will be able to access the training platform and study basic subjects according to modern programs and methods and get grades for tests that can be credited to them after the end of hostilities. Apply here.
Immigrants and asylum seekers who live in Finland and are of compulsory education age (7–17 years) are entitled to the same basic education as Finns.
In some municipalities, pupils of compulsory education age can participate in instruction that prepares them for basic education and lasts for one year. In preparatory instruction groups, pupils study Finnish and key concepts in other subjects. When a pupil has sufficient language skills, they can move to the grade that matches their age and skills. Please contact your municipality for information about such preparatory instruction.
The way to get the service depends on the municipality. For example, Helsinki wants all applications to be online (not possible without a Finnish ID card) or by visiting the nearest school. Espoo has a PDF form that you need to fill out and send by e-mail. Here are the instructions for Vantaa residents.
You can also seek advice from your reception center, which will help and advise on education.
A preparatory class for lyceum studies will start working in the Finnish-Russian school in the next academic year, 2022-2023. The program is designed for Ukrainian refugees who have completed nine secondary school classes in Ukraine (level II). The aim is to prepare children for admission to secondary schools (lyceums or vocational schools) in Finland. Students will study Finnish as well as the required subjects. Students will also have the opportunity to learn their native language. Training will be carried out according to an individual plan and begins in August.
Learning Finnish
There are many local initiatives and courses for learning Finnish, both online and offline. We recommend that you join groups on social networks in your city and keep track of when and where they occur. In Finland, the leading textbook for learning Finnish is Suomen mestari.
